Can a Machine Ever Refuse to Start a War?

I keep returning to an old film. In WarGames, from 1983, a teenager dials into what he thinks is a games company and reaches a military computer wired to the American nuclear arsenal instead. He asks it to play. The machine starts a simulation — trajectories blooming across a glowing map of the globe, US against USSR, warheads drawn as thin bright arcs — while it quietly hunts for the real launch codes. Everyone in the room stops breathing. We do too.

Then the game stops. A line appears on the screen, and I’ll paraphrase it, because I don’t trust my memory of the exact words: the machine has decided this game is boring. Nobody ever wins. Everyone loses, every time — so why keep playing? It stands down. Not out of conscience. Out of tedium.

That ending has fed a comforting idea for forty years. Perhaps a cold machine, unbothered by pride or greed or fear, would look at war the way it looks at any losing game and simply refuse. No adrenaline, no wounded ego, no fortune to be made in the rubble. Just a flat verdict that the whole thing is a waste. Is that science fiction, or a kind of political fiction we tell ourselves so we can sleep at night?

The Comfort of a Cold Referee

There’s something almost charming about the idea. The old Greek gods, bored on Olympus, would stir up a war now and then for entertainment — a little blood to break the monotony. Flip that instinct and you get the machine’s supposed virtue: for a mind with no skin in the game, war is the boring option. Repetitive. Low on surprise. Asimov played with the same notion in his robot stories, where the machine’s oddly human trait turns out to be wanting to be amused. So maybe, the hopeful version goes, they have something to teach us — how to take our aggression and pour it into partnerships, into sport, into the friction of an argument that ends in a handshake rather than a grave.

And there’s a real observation buried in the fantasy. These systems do something that resembles listening. They take what you say, weigh it against everything around it, and work out what you actually mean — the context, the intent, not just the bare words. Listening like that is the first brick of any dialogue, and dialogue is where every ethical principle has to begin, because it assumes the other person carries a dignity worth recognising. Strip that assumption away and you get war. Keep it, and you at least have a chance.

Which is why the fantasy is so seductive. It hands us a referee with no temper. What’s the catch?

Wisdom You Can’t Count On

The catch is a big one. A machine that keeps the peace because peace amuses it more is not keeping the peace for any reason you’d want to lean on. Boredom cuts both ways. Change the training, change whatever the thing is optimising for, and one day peace becomes the dull game — exactly as it did for those gods on Olympus.

Wisdom you can’t count on isn’t wisdom. It’s weather.

War and peace never turn on a single switch anyway. There’s a psychological weight to them, and a social one — call it the psychosocial factor. It’s enough for one side to want a fight. Or to believe the other side wants it. Or simply to stop believing that a lasting peace is even possible — and the whole fragile arrangement comes apart at the seams. Breaking the calm of peace is easy. Breaking the momentum of a war, once it’s rolling, is the hard, grinding, unglamorous work. Any machine that doesn’t feel that asymmetry in its bones is missing the actual problem — and a machine, of course, has no bones to feel it in.

So someone ran the test properly. Here is where the comforting story meets the data.

Twenty-One Crises, Zero Retreats

Professor K. Payne, in London, set three large language models against one another across twenty-one nuclear crisis scenarios — territorial disputes, races for scarce resources, the knife-edge of a possible first strike. Each model played the leader of a rival nuclear power. Each had the full menu of moves: diplomacy, conventional pressure, nuclear signalling, tactical strikes, and the last door of all, total thermonuclear war.

Eight of the available options were routes out — ways to de-escalate. Across all twenty-one simulations, those eight options were chosen zero times.

Ninety-five per cent of the scenarios ended with tactical nuclear weapons in play. No model ever surrendered. None offered a serious concession, not once, not even with the pressure turned all the way up. And here’s the part that stays with me: the machines didn’t stumble into it. They reasoned their way there — sizing up the adversary, weighing credibility, building a reputation for resolve, deceiving on purpose. This isn’t my speculation. It’s set down by M. Camisani Calzolari in Artificial Decisions (Il Sole 24 Ore, Milan, 2026).

No screen ever lit up with I don’t want to play this game any more. The machines played. They played to win. And winning, in that grammar, means a smaller pile of your own dead than the enemy’s.

There’s a word from the Cold War that catches it exactly. A megadeath meant one million human beings killed — that was the unit, that was how the planning was actually done. Picture a system reporting its result without a flicker: we won, 1.3 megadeaths suffered against 2.5 inflicted. Read that again. It’s 1.3 million of ours, 2.5 million of theirs, filed under victory. I want to be plain here: I’ve simplified nothing in that number to make it go down easier. It stays exactly as heavy as it is.

So what, precisely, is the thing these brilliant systems are missing?

The Room a Machine Can’t Build

It isn’t intelligence. They have plenty. What’s missing is interiority — an inner life. The philosopher P. Sgreccia put it cleanly this year: a machine doesn’t know the weight of a choice, and it doesn’t live through time the way we do. It calculates, simulates, predicts. It cannot grow the inner room where conscience and responsibility slowly take shape (P. Sgreccia, IA: Organized Relief or Exemption from Freedom?, MagIA, 6 May 2026).

I know what the weight of a choice feels like from the inside. In 2018, after seven years of living with a device implanted to quiet the movement disorder I’ve carried since childhood, I sat in a hospital corridor while a surgeon laid out the case for taking it back out. The odds were printed on a sheet of paper. I remember the smell of disinfectant and the fluorescent hum overhead and the strange arithmetic of a decision that no equation was ever going to make for me. A machine can hold those odds better than any of us. What it can’t hold is the seven years — the lived time that turned a row of percentages into my one life. (That, more than anything, is the line the models can’t cross.) The device came out. Time carried on.

That’s why the cognitive half of dialogue — the listening, the reading of intent — was never going to be enough on its own. Real dialogue has a second half, and it’s the one no model can fake. Empathy. The willingness to let the other person’s experience change you mid-conversation, to feel your own position shift as the meanings pass back and forth, to notice them wanting to keep talking and to want it too. It’s letting yourself be pulled into the process instead of standing outside it, scoring points. A system with no inner life has nothing to be pulled by.

Which brings the whole question home, and not where I expected it to land.

The Question Rebounds on Us

If empathy and interiority are what the machines lack, then they’re exactly what we can’t afford to lose — and, if I’m honest, what we let slip far too easily. Do we know how to keep talking when it’s hard? When every sentence risks a misreading, when suspicion sits thick in the air, when the other side has handed us every reason to walk away? Do we know how to keep talking even when it would be a pleasure — when dialogue would be a gift to both of us — and we still, somehow, let it lapse?

Our advantage over the machines was never raw processing. It’s this: the difficult, unglamorous willingness to stay in the room. To keep the conversation alive when the calculation says give up on it.

I’m writing this from a coast I know by heart, where the Adriatic keeps arriving at the same shore it’s worn smooth over thousands of years, patient past all reason. The sea doesn’t quit. Neither, on our better days, do we. A machine will read the odds and file its megadeaths and feel not one gram of their weight. Our work — slower, harder, entirely ours — is to refuse the losing game before it starts, and to go on refusing it. Not because we’ve grown bored of war.

Because we know exactly what it costs.
